I know there are custom plugins you can install that will play by the rules of CS:GO, and you can make a surf or bhop server on Mineverse.

 

With the lack of players on most of the current gamemodes, I wouldn't say a new gamemode would help the server much as it would end up being like the factions reset, which is that no one will play it often enough
