We should be able to use /pay with players who are offline. I see no reason why this can not be a thing even if it needs some restrictions. As someone with an alt, I like to keep my money on one account but that requires me to have to log in every time with the second to transfer the money. Also people could pick up stuff for free from someone's island (skyblock) as a loan and then /pay them for the items they took. If it is a problem with spam or something, you can always make it so you can't /pay someone who hasn't been on in 7 days. Though /mail has no restrictions so why couldn't /pay.
we use Essentials for their /pay command (and switching would be a hassle) but according to Essentials it was never intended for offline payments and it looks like it never will be according to it already being suggested and denied (https://github.com/EssentialsX/Essentials/issues/1772). Only way this would happen is if matt did it himself inside of essentials' code. I don't see any issues with it though so why not if it's easily doable.
Sorry but I'm gunna have to deny this one :/ Part of the reason is because if anyone paid kinsey_ki instead of kinsey_kid then that money is gone, it will let you pay that person but the money will be with the account named "kinsey_ki" and I can't imagine janice will want to come on every time someone pays the wrong name.
